赋税的加耗部分抵补实耗后所余的叫耗羡。除一部分作为地方经费外，其余的或用来贿赠上司，或被地方官吏吞没。清雍正年间规定，耗羡的一部分归地方官吏，叫“养廉”，另外的解缴布政使司，叫“羡余”。
