考绩制度是人事行政的一项基本的管理制度。是对国家公务人员在一定期间内的工作成绩进行考核和评价，以此作为公务人员升降、调转、培训、奖惩依据的制度。一般由部门领导按其下属担任的职务内容，所需的知识和能力，以及工作数量和质量，采取一定的程序和方法，对照规定的条件和标准，衡量其完成工作任务的相对价值，给以客观公正的评价，定出等级，写出考绩评语。
