经费支出是指行政事业单位在执行预算过程中实际支出的各项经费。其内容包括人员经费和公用经费。前者如工资、补助工资、职工福利费、离休退休人员费用、人民助学金 (奖学金、贷学金) 等；后者如公务费、设备购置费、修缮费、业务费、其他费用和差额补助费等。对经费支出，必须严格按照预算规定的用途和开支范围、开支标准掌握。预算会计中，一般应设置“经费支出”帐户进行经费支出的核算。
