税收征收管理是税收机关对纳税人依法征纳税和进行税务监督管理的总称。1992年9月4 日制定,1995年2月28 日修改,2001年4月28 日第九届全国人民代表大会常务委员会第二十一次会议修订公布，自2001年5 月1日起施行的《中华人民共和国税收征收管理法》以及1993 年8 月4 月发布的《中华人民共和国税收征收管理法实施细则》和税法中的征管条款确定了税收征管制度。
