福利标准（welfare criteria），是指传统福利经济学以效用理论为基础，提出了以消费者剩余和希克斯-卡尔多补偿原则来衡量社会福利的观点。前者主张用消费者剩余来衡量社会的福利；后者认为如果资源配置的结果使福利受益者补偿福利受损者后，受益者福利水平仍可以提高，则整个社会的福利也会相应提高。
