社会责任的思想出现于20世纪20年代。1923年，美国报纸主编协会制订《报业法规》，提出报纸的责任问题。1924年，美国报纸主编协会主席C.约斯特著《新闻学原理》一书，指出报业要对社会“负责”，并认为在必要的情况下，可以运用法律限制出版自由。第二次世界大战结束不久，美国芝加哥大学校长R.M.哈钦斯主持的“新闻自由委员会”，经过调查，发表了《自由与负责的报刊》、《新闻自由：原则的纲要》等调查报告，运用了“社会责任论”这一概念。英国皇家报刊委员会也在1949年提出报告，强调报业的社会责任。
