社区教育是运用本社区教育、文化等资源，面向本社区全体公民，以促进本社区人的发展与社区发展为目标的各类教育活动。社区教育是社会发展和时代变革的产物。 在我国，社区教育起步于80年代初期，它是在国家实行改革开放后，总结原有学校教育、家庭教育、社会教育相结合经验的基础上，借鉴国外社区教育的经验，从国内不同地域的实际出发，通过试点逐步发展起来的。 国际国内社区教育实践经验已清楚地表明，只有实施面向社区成员，以促进人的发展为原则的各种各样的社区教育，才能满足和解决人们各种各样的教育需求和社会问题。
