中国第一个海洋特别保护区是乐清西门岛海洋特别保护区。西门岛位于浙江省乐清湾北部，隶属于温州乐清市雁荡镇。西门岛滩涂湿地总面积为2.8万亩，有缢蛏、泥蚶、彩虹明樱蛤、珠带拟蟹守螺等37种岩礁性生物和92种泥滩生物。乐清湾滩涂湿地（包括西门岛滨海湿地）被国际鸟类保护联盟列为重要鸟区，拥有世界级濒危鸟类黑嘴鸥、黑脸琵鹭、国家二级保护动物黄嘴白鹭、斑嘴鹈鹕以及大量湿地水鸟。西门岛的红树林区，是目前全国最北端的一片红树林。
