法律服务机构是指面向社会提供有偿法律服务的组织；设立法律服务机构，应当向司法行政部门提出申请，经司法行政部门批准。其中按照国家规定需要办理工商登记的，还须持司法行政部门的批准文件，到工商行政部门登记，领取营业执照。法律服务机构必须以事实为根据，以法律为准绳，恪守执业纪律和职业道德。
本条例所称法律援助服务机构，包括律师事务所和经司法行政部门确认的其他法律服务机构。
The term "legal aid service agencies" as mentioned in this Regulation includes law firms and other legal service agencies recognized by the justice administrative department.
监督和指导全国的律师工作和法律顾问工作，管理社会法律服务机构和在华设立的外国（境外）律师机构；
To supervise and guide the lawyers work and legal consultations across the country; to administer the social legal service agencies and foreign attorney's offices set up in China;
