水平阶是山区沿等高线自上而下内切外垫，修成一外高里低的台面。在土石山区、坡度大（10°～25°)坡面上采用具有蓄水保土的功能。 水平阶的设计计算类同梯田，实际相当于窄式梯田。阶面面积与坡面面积之比为l:1～4。可应用梯田的计算方法。
