智能管道是中国电信宽带战略的一个组成概念。 常刚表示，网络的转型涉及各个层面，和数据分组网共同配合、协同优化来实现。 中国电信作为一个运营商，首先是管道，我们是信息的传送者，这是运营商的最大责任。当然，我们希望通过将管道智能化，能够更好地服务客户，将信息传送得更好，但总体而言，我们首先要做好信息传送运营商。为此，今年我们将实施“宽带中国、光网城市”战略，通过让我们的带宽更宽，让网络更智能，最终带、CDMA EVDO、Wi-Fi的AP，乃至卫星在内的“天地一体化”通信手段。
