“明天计划”全称“孤残儿童手术康复明天计划”。近年来，残疾儿童在福利院所占比例不断提高，这些孩子不仅失去父母，而且身体有残疾和各种疾病。为帮助这些孩子及早进行手术治疗康复，并且能重新回归社会、回归家庭，民政部于2004年5月启动“明天计划”，用福利彩票募集的资金为具有手术适应症的残疾孤儿实施手术矫治和康复。
