施工控制网是工程建设施工而布设的测量控制网，它的作用是控制该区域施工三维位置（平面位置和高程）。施工控制网是施工放样、工程竣工，建筑物沉降观测以及将来建筑物改建、扩建的的依据。施工控制网的特点，精度，布设原则以及布设形式都必须符合施工自身的要求。 在勘测设计阶段所建立的各级控制网，主要是为测绘地形图服务的，其精度要求取决于测图比例尺的大小，而点位的分布也比较均匀。不论是测图控制点的精度还是测图控制点的密度，一般都不能满足施工放样的要求。因此，在工程施工阶段还必须重新建立施工控制网。
