新制大学是日本 1947 年实行新学制时设置的高等学校。按“教育机会均等”的原则，只设置一种类型的高等学校，即四年制大学，由旧制大学和其他多种类型的高等学校合并而成。按设置者和经费来源，分为国立、公立、私立三种，均由法律和法令统一规定，文部大臣管辖。日本《学校教育法》规定： “大学作为学术中心，在传授广博的知识的同时，应以教学和研究精深专门的学艺并发展才智、道德以及应用能力为其目的。”担负教学和科研双重任务，为此设学部，作为教学和科研最基本的、一体化的、师生共属的组织。
