效益分析是指：对效益的分析。效益是某种活动所要产生的有益效果及其所达到的程度，是效果和利益的总称。它可分为经济效益和社会效益两类，其中经济效益是人们在社会经济活动中所取得的收益性成果；社会效益则是在经济效益之外的对社会生活有益的效果。经济效益和社会效益，两者既有联系又有区别。经济效益是讲求社会效益的基础，而追求社会效益又是促进经济效益提高的重要条件。两者的区别主要表现在，经济效益比社会效益更加直接些，显而易见，可以运用若干经济指标来计算，而社会效益则难以计量，必须借助于其他形式来间接考核。
