投资决策是指投资主体在调查、分析、论证的基础上，对投资活动所做出的最后决断。按层次不同，可分为： (1) 宏观投资决策。从国民经济综合平衡角度出发，对影响经济发展全局的投资规模、投资使用方向、基本建设布局以及重点建设项目、投资体制、投资调控手段和投资政策、投资环境的改善等内容做出抉择的过程。宏观投资决策直接影响到经济持续、稳定、协调、高效地发展，在整个宏观经济决策中具有举足轻重的地位。它的失误往往是国民经济大起伏、大调整的最直接的原因。(2) 微观投资决策。亦称“项目投资决策”，指在调查、分析、论证的基础上，对拟建工程项目进行最后决断。项目投资决策涉及到建设时间、地点、规模，技术上是否可行、经济上是否合理等问题的分析论证和抉择，是投资成败的首要环节和关键因素。微观投资决策是宏观投资决策的基础，宏观投资决策对微观投资决策具有指导作用。
