待业人员是指城镇非农业人口中，在劳动年龄范围内，有劳动能力而尚无职业的人员。可分为两部分： (1) 待业青年。指家居城镇，年龄在16—25周岁，初高中毕业未能升学，具有劳动能力，要求就业并已进行登记的人员；(2) 其他待业人员。指待业青年以外，具有劳动能力，无业而要求就业并已进行登记的人员。这部分待业人员年龄的上限，可以根据具体情况作出适当的规定。待业人员中，不包括等待分配工作的大学、中专、技校毕业生，复员转业军人，等待升学的初、高中毕业生及家务劳动者。
