官署名。民国元年（1912），南京临时政府始设。受大总统管辖。主官为总长、以次长为佐官，设农政、工政、商政、矿政四司。北洋政府改设农林、工商二部，分掌有关事务。二年，又合为农商部。十六年，北京军政府分农商为实业、农业两部，实业部分劝业、商务、矿政三司，职权与南京临时政府时期的实业部不尽同。
