定额计价法是我们使用了几十年的一种计价模式，其基本特征就是价格=定额+费用+文件规定，并作为法定性的依据强制执行，不论是工程招标编制标底还是投标报价均以此为唯一的依据，承发包双方共用一本定额和费用标准确定标底价和投标报价，一旦定额价与市场价脱节就影响计价的准确性。
