2001年11月，在卡塔尔首都多哈举行的世贸组织第四次部长级会议启动了新一轮多边贸易谈判。新启动的多边贸易谈判又称“多哈发展议程”，或简称“多哈回合”。这轮谈判确定了8个谈判领域，即农业、非农产品市场准入、服务、知识产权、规则、争端解决、贸易与环境以及贸易和发展问题。
