国际游资亦称“热币”。在国际间频繁流动，以追逐利率差额收益、汇率变动收益，或追求安全保值、逃避资本管制为目的的短期资本。其特点是，流动性很强，转移迅速频繁，对市场的变化非常敏感。20世纪30年代资本主义世界性经济危机期间，国际游资曾大量出现，对一些国家的金融稳定造成极大危害。60年代末70年代初国际货币体系发生危机期间，亦曾大量地在“软货币”和“硬货币”之间从事外汇投机活动。国际游资，是加剧国际金融市场动荡，冲击各国经济，加深资本主义货币信用危机的重要因素。
