国际民用航空组织（民航组织）是联合国的一个专门机构，1944年为促进全世界民用航空安全、有序的发展而成立。民航组织总部设在加拿大蒙特利尔，制订国际空运标准和条例，是191个缔约国（截止2011年）在民航领域中开展合作的媒介。 2013年9月28日，中国在加拿大蒙特利尔召开的国际民航组织第38届大会上再次当选为一类理事国。
