国民教育亦称“公共教育”。国家为本国国民（或公民）实施的学校教育。一般为国家规定的每个公民必须接受的基础教育，即小学和初中教育，有的国家还包括幼儿教育和高等教育。中国在1915年把初等小学改为国民学校，实施国民教育。1922年仍改为初等小学。1940年又将初等小学改为保国民学校。各乡将完小改称中心国民学校。中华人民共和国成立后，不再沿用国民教育名称。
