固定资产税是指我国70年代税制改革试点过程中对国营企业占用国家固定资产征收的一种税。1979年7月制订试行办法，拟定对国营工交企业全面征收此税。以企业固定资产原值为计税依据，实行行业差别比例税率，税率为每月2～5%，并有若干减免税和加倍征税规定。
