周摇（519－602年），本姓普乃，字世安，河南洛阳人，鲜卑族。北魏到隋朝时期大臣，荆州总管周恕延之子。 刚果勇武，品性谨厚。初仕北魏，拜开府仪同三司。北周建立后，赐姓车非氏，封金水郡公。历任夙楚二州刺史，跟从随国公杨坚攻打北齐，屡立战功，授柱国大将军、夔国公、晋州总管。奉法不阿，降封济北郡公，迁豫州刺史。 隋文帝受禅，恢复周姓。历任幽州总管、寿州总管、襄州总管。仁寿二年（602年），去世，谥号为恭，终年八十四岁。
