官名。唐开元二年（714），于陕州置水陆发运使掌漕运。宋初置京畿东西水陆发运使，后有江、淮、两浙发运使兼制置茶盐事，淮南、江、浙、荆湖制置茶盐兼都大发运使，又有三门白波发运使、陕府三门发运使。南宋初，发运使只掌购买食粮，乾道六年（1170）废。
江淮发运使也经历了由在京师分水、陆两司设置，到在淮南合为一司设置的演变过程。
