《发展规划:理论、方法和实践》立足于我国发展规划研究的现状和未来演变趋势，从界定规划和发展规划的概念和内涵入手，系统梳理了国内外规划理论的脉络，构建了规划编制的系统框架，重点从理论、方法和实践等角度探讨了规划编制主体、编制程序、公众参与、规划评估等核心内容，并对我国规划编制的具体实践进行了分析。最后，分析了以发展规划为龙头的我国规划体系的现状，探索了未来的改革方向。
