协议配额（Agreement Quotas），又称双边配额，是由进口国家和出口国家政府或民间团体之间协议确定的配额。如协议配额是通过双方政府的协议签定的，一般需在进口商或出口商中进行分配；如果配额是双边的民间团体达成的，应事先获得政府许可，方可执行。 协议配额是双方协调确定的，通常不会引起出口方的反感与报复，较易执行。
注意，rpc . rquotad协议不支持NFS的组配额。
