《北洋画报》创刊于1926年7月7日，当时在中国传媒界被称为“北方巨擘”，该刊由冯武越、谭北林所创办，吴秋尘主编。是一家独资经营的刊物。冯武越，为当时中国银行总裁冯耿光之子，曾留学法国，能文、能书、能画，担任过张学良的法文秘书。
