包干制是指将个人消费分为若干方面，不同方面按不同的分配标准来支付劳动报酬的一种分配制度。包干费包括伙食费、服装费、津贴费三项，不包括保育、保姆、妇女卫生、老年优待等费用。后者，按标准只发给需要 (应当享受) 这些消费的职工。分大包干和小包干两种。实行小包干，即按照供给制标准，伙食费分大、中、小灶，津贴和服装费不分职务高低，以一定数量的实物和货币包于发给个人，由个人调剂使用。小包干改为大包干后，伙食费仍分大、中、小灶，津贴 (包括服装费在内) 按照职务划分等级，实行一职数级，上下交错。
