功能分区指运用系统观点按城市总体规划具体布置时，尽可能结合地形地貌特征合理分区突出其特点。在各综合区内，要使土地得到充分利用，必须合理布置各类工业，并强调就地平衡，主要是居住地点与工业的平衡，商业、服务设施的平衡、市政设施要配套(包括环境保护、区域绿化、美化、净化、交通、图书娱乐、菜场、托幼及其他福利、医疗卫生、旅店旅游等)，使整个城市在统一中分隔，在隔离中求得统一，以适应现代化日趋综合一体化的趋势，成为统一而不臃肿，分散而不零乱，彼此隔离而又互相联系的有机整体。
