再造林，是指在原本有森林覆盖但由于自然或人为因素而遭到破坏的土地上，通过移植、播种或人工促进自然播种源，直接人为诱导非森林土地转化为森林土地的过程。在《京都议定书》第1承诺期中，再造林行动被限制在到1989年12月31日仍没有森林的土地上。
