《关于简化和协调海关业务制度的国际公约》（International Convention on the Simplification and Harmonization of Customs Procedures），简称《京都公约》，海关合作理事会1973年5月18日在日本京都召开的第41/42届年会上通过，1974年9月25日生效。1999年6月26日，海关合作理事会在布鲁塞尔通过了《关于简化和协调海关制度的国际公约修正案议定书》（Protocol of the Amendment to the International Convention on the Simplification and Harmonized of Customs Procedures）。
