公共利益理论（PublicInterestTheory）在施蒂格勒1971年提出管制的目的是“为保护生产者利益”这一论点之前，经济学界普遍认同的传统观点是，政府管制是为了抑制市场的不完全性缺陷，以维护公众的利益，即在存在公共物品、外部性、自然垄断、不完全竞争、不确定性、信息不对称等市场失灵的行业中，为了纠正市场失灵的缺陷，保护社会公众利益，由政府对这些行业中的微观经济主体行为进行直接干预，从而达到保护社会公众利益的目的。这即是政府管制的“公共利益理论”。
