全子一（又名全学道），1928年9月23日出生于四川省蓬溪县常乐乡的一个贫苦农民家，电视技术专家，从50年代起，从事彩色电视传输制式研究工作。他提出时分制（斗链制）彩色电视制式，卫星电视传输制式等，有突出建树。他主持研究的34Mb/s彩色数字电视编解码设备，实现地下核爆炸现场视频传输做出重要贡献。
