充分就业是一个有多重含义的经济术语。它的概念是英国经济学家J.M.凯恩斯在《就业、利息和货币通论》一书中提出的，是指在某一工资水平之下，所有愿意接受工作的人，都获得了就业机会。充分就业并不等于全部就业，而是仍然存在一定的失业。但所有的失业均属于摩擦性的和结构性的，而且失业的间隔期很短。通常把失业率等于自然失业率时的就业水平称为充分就业。
