企业财务审计是指审计机关按照《中华人民共和国审计法》及其实施条例和国家企业财务审计准则规定的程序和方法对国有企业（包括国有控股企业）资产、负债、损益的真实、合法、效益进行审计监督，对被审计企业会计报表反映的会计信息依法作出客观、公正的评价，形成审计报告，出具审计意见和决定。其目的是揭露和反映企业资产、负债和盈亏的真实情况，查处企业财务收支中各种违法违规问题，维护国家所有者权益，促进廉政建设，防止国有资产流失，为政府加强宏观调控服务。
