产品税是以生产、进口或采购的特定产品为征税对象，对其流转额征收的一种税。对产品课税，在中国已有悠久的历史。早在周朝征收的“山泽之赋”就带有对物课税的性质。中华人民共和国成立后，先后实行过货物税、商品流通税、棉纱统销税、工商统一税和工商税。其中货物税、商品流通税、棉纱统销税就是对产品征税。产品税是中国税制中积累财政资金，调节经济和体现国家产业政策的重要税种之一，其收入总额约占整个税收的一半。
