交巡警交通警察巡警合一的警务模式，是世界大多数国家普遍采用的成熟警察勤务模式。相比之下，现行的“交巡分离”模式，“交警只管交通、巡警只管巡逻治安”，存在较多警务矛盾，也由此带来执法漏洞，并导致执法质量低下。“交巡警合一，并不是将交警、巡警部门简单合并，而是要实现‘1+1>2’的效能。”
