中书事一般泛指封建社会皇帝内廷处理政务,西汉汉武帝设立中书令,中书事有时也专指中书令负责的事务,汉宣帝喜好刑罚,重用中书令弘恭、中书仆射石显,“初,宣帝不甚从儒术,任用法律,而中书宦官用事。中书令弘恭、石显久典枢机,明习文法。”由于其行政责任在西汉与领尚书事相互重合,一般不被人们重视,相比大司马、大将军领尚书事的霍光、王凤等人,中书令的影响力要小,只有汉元帝时期中书令石显曾经专权、主政,在社会也没有好声望,所以对中书事在两汉的作用没有人重视。
