The letter was signed by Committee Chairman James Sensenbrenner, R-Wisconsin, ranking minority member John Conyers, D-Michigan, Crime Subcommittee Chairman Lamar Smith, R-Texas, and subcommittee ranking member Barney Frank, D-Massachusetts.
While it reduces the deficit over 10 years, it stands in sharp contrast to the House budget proposal, written by Rep. Paul Ryan, R-Wisconsin, that passed the House Wednesday.
