India is reluctant to cut its own farm tariffs but has a big interest in liberalising trade in services, wanting more freedom in everything from finance to health care to entertainment.
This has to do not with taking care of the people in the city, but suburbanites wanting to hold onto something that has been established here for a long time.
The government must know behavioral economics, too, so I wonder if it is really in the business of wanting to raise more tax revenue for more government spending on health care.
