When the time came to raise the first round of money in November, Chief Executive William Weisberg went to future customers: 250 distributors and a dozen of the largest manufacturers.
He explained that decisions were made at the beginning of each monitoring round as to whether the budget could be spent, which ensured extra moneywent elsewhere to health and education.
