The positive side of the Tearfund report is that simple measures to "climate-proof" water problems, both drought and flood, have proven to be very effective in some areas.
The aid will also be directed to Tearfund's work in the Fizi territory of the DRC, providing water and sanitation facilities to people displaced by a flare-up in conflict in April.
Two UK development agencies, Tearfund and WaterAid, said the agreement to halve the number of people without access to sanitation was "the first milestone in a long fight to halt the millions of deaths caused by preventable disease".
