Horse and carriage rides at a Suffolk country fair should have been stopped an hour before a horse ran into a crowd of spectators, an inquest has heard.
The handler of a horse, which bolted and killed someone in Suffolk, has told an inquest she had been given no health and safety instructions on the day.
