They include getting rid of non-tariff barriers (eg, by harmonising food-safety rules) and allowing free trade in services and government purchases, as well as eliminating the many exceptions to the common tariff.
This is especially true in light of the unfortunate consequences of previous secret German-Soviet accords -- notably those attached to the Rappallo Treaty between the democratic Weimar government and Lenin signed in 1922 and the notorious Hitler-Stalin Trade and Non-Aggression pacts of 1939 which followed.
