They want a standard set of duties and powers to be set out for the public sector - with the money following those who demonstrate a capacity for integration and ending duplication.
The underlying problem is the reluctance of European governments to put their money where Mr Papantoniou's mouth is (in terms of both procurement and research) and duplication in what they do spend.
