The most cited are Israel's indirectelections system in which leaders are unaccountable to voters, the weakness of Israel's politicians, and the poor quality of their advisors.
The council should broaden representation in Iraq's corridors of power through indirectelections, but Mr Bremer has decided to give a chunk of seats in the new body to all those members of the American-appointed but already defunct Governing Council who have not been given posts in the new government.
