Abstract:Network innovation has become the main form of technological innovation, and the innovation network has also become the efficient way to carry out technological innovation.“Government - Corporate - University” innovation network is composed of Government, enterprises, universities and scientific research institutes, and the role of the three main factors in technological innovation activities is different. Government provides policy support,scientific research institute provides intellectual guarantee,and enterprise plays a leading role. Enterprise leading is determined by the nature of business, enterprise and regional development, the nature of technological innovation, and the characteristics of market economy.
