The FamilyandParentingInstitute also warned that poorer grandparents were at risk of being exploited by the state as a "cheap safety net for childcare".
The Daycare Trust, which recently merged with the FamilyandParentingInstitute charity, also said one in three local authorities were failing to make sure adequate childcare was provided for school-aged children.
